MEETING AGENDA

Note: The SVAB reserves the right to consider agenda items in a different order, combine items for consideration or

delay discussion relating to an item to accomplish business in the most efficient manner. No action will be taken

on any item until it is properly agendized

1. Call to order and Flag salute

2. Public Comment: Limited to items NOT on the agenda; 3 minute time limit. The SVAB may limit the

total time for public comment if more than ten people wish to speak. Please Stand and state your name.

3. For Possible Action: Review and adoption of agenda

4. For Possible Action: Approval of minutes of last meeting

5. Reports by public entity representatives: Commissioner, LCSO, Planning, Fire, other.

6. For Possible Action: NEW:

NV ENERGY / ZWART, JOHN – SPECIAL USE PERMIT (for possible action) –Request for a Special

Use Permit to expand the existing electrical substation and transmission line, on an approximately 4

acre portion of a 22 acre parcel; located at 274 Lower Colony Road, Wellington, NV (APN 10-301-10)

7. For Possible Action: Reviews for January 12th:

COSTA RANCH, LP / JP COSTA FAMILY TRUST/ JAMES P. COSTA TRS., ETAL – ZONING RR-3 –

Special use permit issued April 1980 and modified January 1989 to utilize a total of 2 mobile homes for

ranch help on approximately 120 total acres; located at 679 Upper Colony Road, Smith Valley (APN 10-

071-16 [80.65 acres] was 10-071-05) STAFF OBSERVATIONS – Appears to be in use and

compliance. No complaints have been received.

F.I.M. CORPORATION – ZONING – RR-5 – Special use permit issued January 1992 to operate a sand

and gravel operation located off of Highway 338, Smith Valley (APN 10-741-08) STAFF

OBSERVATIONS – No business license was required by the approval conditions as sand and gravel

operation is for personal use. No complaints have been received. Appears to be in use and compliance

PRESCRIPTION FERTILIZER SERVICE / NUTI, RALPH & MARY – ZONING – M-1 – Special use

permit issued February 1996 and modified February 1999 for a fertilizer component and pesticide

storage and a custom blending facility on approximately 10 total acres; located at 90 Albright Lane,

Smith Valley (APN 10-601-24) STAFF OBSERVATIONS – Applicant has requested that SUP be

reviewed in January. Appears to be in use and compliance; Business license is current for Prescription

Fertilizer Service. No complaints have been received.

8. For Possible Action: To make a recommendation the Board of Commissioners as to whether or not

Lyon County should take receipt of land from the National Fish and Wildlife Foundation to create an

area of public open space along approximately 3 miles of the West Walker River. Gathered information

in regards to the parcel transfer itself, including budgetary restraints, water transfer rights, survey

results, alternatives for the property, or other directly related items as the Smith Valley Advisory Board

recommends may be presented or discussed.

9. For Possible Action: Update on local Group in the preservation of water rights in Smith Valley, and

contact information to receive updates on meetings or respond to requests.

10. For Possible Action: Cathy Eckart Correspondence RE: “Nuisance” property 456 Upper colony road

parcel# 010-193-13
